SIALKOT, (UrduPoint / Pakistan Point News – October 1, 2021): Deputy Commissioner Tahir Farooq said comprehensive reforms were underway to improve the quality of municipal services, including administrative, financial affairs and professional training of officers and employees of the metropolis. Sialkot Corporation and the Sambrial Municipal Committee, as part of UK Aid’s sub-national governance program.
The aim is to strengthen local government and these institutions to get rid of the budget deficit through reengineering and automation through a system of source revenue.
He expressed these views while commenting on the UK Aid subnational governance program to the British High Commission delegation in Islamabad at an important meeting held at the DC office.
The delegation included Governance and Institutional Reform Team Leader (UK High Commission) Bianca Jinga, Senior Officer (SRO) for the SNG-II Naveed Aziz Program, Punjab Development Advisor Sana Zia, Deputy Program Director Muhammad Ali, Program Coordinator Athar Waqar and PFM Advisor Anam Hussein.
The DC said there are various challenges in local government service delivery. During the rainy season in the city of Sialkot, there is a serious problem of urban flooding in the city centers, the sewer pipes and the water supply system have rotted, which made the water polluted and harmful to health.
At the district level, 55% of vacant positions in local government institutions are vacant and the training and capacity of existing employees is also a major issue, the DC said.
He said only 38% of approved positions are available for sanitation and sanitation works. However, due to constant transfers, local officials seem unable to function.
The local government academy of Punjab provides technical support for the design of the training module. He said the illegal profits and the edibles crisis can be avoided by automating the pricing and sourcing system for vegetables and fruit in the vegetable and fruit market.
